Procurement Specialist (Non-IT) – Senior

 

We are seeking to hire two Senior Procurement Specialists on behalf of our government client for a 6-month contract. This opportunity is with a team that values diversity, inclusion, and innovation within the Procurement Services branch, which is committed to efficient, open, and transparent procurement processes.

These full-time positions (7.25-hour workday) are based onsite in Edmonton. The contract is for 6 months, with the possibility of a 6-month extension.

 

Scope of duties:

The successful candidates will refine identified business and technical requirements and translate those into the RFx solicitation documents as required. Candidates may also be involved in the upfront planning of how a project will be delivered.

  • Solicitation Document Preparation
    • Support development of a strategy for procurement preparation based upon project goals and criteria.
    • Refine identified business and technical requirements.
    • Preparation of RFx and draft review documents.
    • Identify any subprojects where separate RFxs may be required to acquire specific vendor services.
    • Assist the Department in providing RFx interpretations to vendors by developing written responses to questions.
  • Evaluation & Debrief
    • Prepare RFx selection methodologies, evaluation plans, evaluation criteria mandatory, evaluation schedules, and final award recommendations.
    • Review vendor proposals for quality accuracy and adherence to required standards.
    • Creation of supporting project documentation as per the guidelines of the Government of Alberta procurement policy.
    • Assist in debriefing unsuccessful vendors.
  • Contract Execution & Post RFx activities
    • Assist the Department in finalizing contracts with recommended vendors.
    • Conduct post procurement reviews and vendor evaluations lessons learned.
    • Prepare evaluation reports and procurement recommendations for Department reviews and signoffs.
  • Project Management
    • Plan, coordinate, and prepare controlling documentation for procurement plans and processes.
    • Develop effective communications processes to ensure adequate project progress and issue reporting to all participants and stakeholders.
    • Plan and coordinate procurement activities including financial estimate, business technical requirements and contracting options.
    • Additional procurement related responsibilities as required by the Procurement Manager

 

Experience / Requirements

Must Have

  • Clear verbal and written communication skills and the ability to interact professionally with a diverse group.
  • Excellent organizational skills and ability to prioritize work. The ability to work on multiple projects at one time and to prioritize tasks.
  • Strong analytical skills with high attention to detail and accuracy.
  • Minimum 6 years of experience in public sector procurement processes including an understanding of trade agreements and competitive bid law.
  • Minimum 3 years of experience using Microsoft Office Suite tools.

 

 

Nice to Have

  • Completion of SCMP or other equivalent courses and associated certificates.
  • Exp with trade agreements, Financial Administration Act, and Freedom of Information and Protection of Privacy Act, Public Works Act.
  • 3 years of experience using ERP systems such as SAP
  • 3 years of experience with tender systems (E-bidding).

 

Contract

6 months contract with a potential of another 6 months extension
